08/01/2016 The Texas Department of Housing and Community Affairs (the "Department") announces the release of the staff drafts of a series of proposed rule changes included as part of the Community Affairs Rules Project. Because some of the rules that affect the Community Affairs Programs, include Chapter 1, Administration, and Chapter 2, Enforcement, which both relate broadly to all Department activities, this listserv is being provided to parties interested and affected by any of the Department's programs. A staff draft is a version of the proposed rule for which your input is being sought prior to staff presenting the Board with an initial draft. After receiving and considering input on this staff draft, staff will be presenting a proposed draft of this rule to the TDHCA Governing Board on August 25, 2016. Upon action by the Board at that meeting, the Board authorized draft will then be made available for a 30-day public comment period, after which a public reasoned response will be provided; no reasoned response will be made to any input made to this staff draft. Because significant opportunity for comment will be provided throughout the rulemaking process, and especially during the upcoming 30 day public comment period, and rule timelines are limited, the time period for input at this staff draft stage is quite brief. Staff drafts of the rules can be found on the Department's Public Comment Center webpage at http://www.tdhca.state.tx.us/public-comment.htm under Items Open for Public Comment.The public input period for the staff drafts of these rules will run from 8:00 a.m. Austin local time on August 1, 2016, and end at 5:00 p.m. Austin local time on August 5, 2016.
