09/15/2021 March 11, 2021, the President of the United States signed the Rescue Plan Act (ARP), which includes the Homeowner Assistance Fund (HAF), into law. The State of Texas will receive $842,214,006 from the HAF, and the Texas Department of Housing and Community Affairs (the Department or TDHCA) has been designated as the HAF Participant to administer the HAF for the state. The United States Department of the Treasury (Treasury) is administering HAF, and published Homeowner Assistance Fund Guidance on April 14, 2021) and revised HAF Guidance on August 2, 2021 (the HAF Guidance). Treasury has stated that the purpose of the HAF is to prevent mortgage delinquencies and defaults, foreclosures, loss of utilities or home energy services, and displacement of homeowners experiencing financial hardship after January 21, 2020. Funds from the HAF may be used for assistance with mortgage payments, homeowner¿s insurance, utility payments, and other specified purposes. In accordance with the HAF Guidance, staff has developed a revised HAF Plan for submission to Treasury, and has made the revised draft HAF Plan available for public comment, with the public comment period beginning Friday, September 3, 2021, and ending at 5 pm on Wednesday, September 15, 2021.

Austin, TX The Texas Department of Housing and Community Affairs received a recent allocation of HOME-ARP funds made by HUDof $132.9 million.HOME-ARP funds are able to be used for a variety of activities including tenant based rental assistance, development of affordable housing, supportive services, non-congregate emergency shelter, permanent supportive housing, and operating costs for eligible nonprofit organizations. Households eligible to be assisted with HOME-ARP funds include those who are: homeless, at risk of homelessness, fleeing Domestic Violence, or others with housing instability. While TDHCA is initially considering focusing these one-time funds on needed capital investment across the state for non-congregate shelter and rental housing, we are very interested in first gathering input on the use of these funds prior to drafting our plan. TDHCA will be hosting a Consultation Session specifically for Veteran service providers to provide input.
