Because we expect this Tenant Right of First Refusal scoring item to remain in the QAP, this discussion will include: concerns and then identification of ways to address or mitigate applicant concerns; whether this should only be allowable if properties are organized as condominiums and when that condominium structure must be put in place; how a property would establish that a participating tenant's rent may be attributed to the purchase of a Unit; providing more specificity on what the Applicant must provide on how they will implement the 'rent-to-own' activity; how they will make tenants aware of the opportunity and when; and how they will implement the right at the end of the Compliance Period.

07/14/2022 The Texas Department of Housing and Community Affairs (TDHCA) is pleased to announce that it will be hosting a two-part webinar on the HOME American Rescue Program (HOME-ARP). The webinars will provide an overview of TDHCA¿s approved HOME-ARP Allocation Plan activities and HOME-ARP rental guidance. Part 1 of the webinar will consist of an overview of HOME-ARP including how funds have been programmed, qualifying populations, referral methods, preferences, and nonprofit capacity building/operating assistance. Part 2 of the webinar will consist of an overview of the rental guidance that TDHCA has developed, which will be used for rental applications under the HOME-ARP National Housing Trust Fund (NHTF) set-aside and rental applications responding to the upcoming Notice of Funding Availability (NOFA).
