05/24/2021 The Regional Allocation Formula (RAF) Methodology utilizes appropriate statistical data to measure the affordable housing need and available resources in the 13 State Service Regions that are used for planning purposes. The RAF also allocates funding to rural and urban subregions within each region. The RAF is revised annually to reflect current data, respond to public comment, and better assess regional housing needs and available resources. The public comment period for the Draft 2021 RAF Methodology will be open from Monday, May 24, 2021, through Thursday, June 24, 2021, at 5:00 p.m. Austin local time. Written comments concerning the Draft 2022 RAF Methodology may be submitted by mail to the Texas Department of Housing and Community Affairs, Housing Resource Center, P.O. The Texas Department of Housing and Community Affairs (TDHCA), Texas Department of Agriculture (TDA), and Texas Department of State Health Services (DSHS) prepared the draft 2021 State of Texas Consolidated Plan: One-Year Action Plan (Plan) in accordance with 24 CFR 91.320. TDHCA coordinates the preparation of the State of Texas Consolidated Plan documents. The Plan covers the State's Administration of the Community Development Block Grant Program (CDBG) by TDA, the Housing Opportunities for Persons with AIDS Program (HOPWA) by DSHS, the Emergency Solutions Grant (ESG) Program, the HOME Investment Partnerships (HOME) Program, and the National Housing Trust Fund (NHTF) Program by TDHCA. The Plan reflects the intended uses of funds received by the State of Texas from HUD for Program Year 2021. The Program Year begins on September 1, 2021 and ends on August 31, 2022.

06/14/2021 The Homeowner Assistance Fund (HAF) was established under section 3206 of the American Rescue Plan Act of 2021, to mitigate financial hardships associated with the coronavirus pandemic. HAF will provide funds to eligible entities for the purpose of preventing homeowner mortgage delinquencies, defaults, foreclosures, loss of utilities or home energy services, and displacements of homeowners experiencing financial hardship after January 21, 2020, through qualified expenses related to mortgages and housing. Under the HAF Plan, Texas will receive $842,214,006, to be administered by the Texas Department of Housing and Community Affairs (TDHCA). TDHCA is seeking input on ways to identify and communicate with Texas homeowners that are delinquent, or at risk of foreclosure and displacement, as effectively and efficiently as possible. The Department is requesting ideas and recommendations with respect to identifying homeowners with less traditional financing agreements, such as contract for deeds or reverse mortgages, and other financing alternatives outside traditional FHA, VA, USDA, or conventional loans with Private Mortgage Insurance (PMI) being serviced by mainstream servicers. TDHCA is also seeking recommendations to convey HAF benefits to populations that may be harder to reach, such as those in border towns and colonias, with respect to any unique challenges faced by those homeowners, as well as looking for ways to assist those that own mobile homes and manufactured housing.
