06/15/2018 The RAF utilizes appropriate statistical data to measure the affordable housing need and available resources in the 13 State Service Regions that are used for planning purposes. The RAF also allocates funding to rural and urban subregions within each region. The Department has flexibility in determining variables to be used in the RAF, per 2306.1115(a)(3) of the Texas Governing Code, "the department shall develop a formula that includes other factors determined by the department to be relevant to the equitable distribution of housing funds." The RAF is revised annually to reflect current data, respond to public comment, and better assess regional housing needs and available resources. The public comment period for the Draft 2019 RAF methodology will be open from Friday, May 25, 2018, through Friday June 15, 2018, at 6:00 p.m. Austin local time. Anyone may submit comments on the Draft 2019 RAF Methodology in written form or oral testimony at the June 7, 2018, public hearing. Written comments concerning the Draft 2019 RAF Methodology may be submitted by mail to the Texas Department of Housing and Community Affairs, Housing Resource Center, P.O. 3020 N Locust St. #106 Denton, TX The Texas Department of Housing and Community Affairs ("TDHCA") is requesting public input for the development of the draft Analysis of Impediments ("AI") to Fair Housing Choice. Input regarding fair housing issues, particularly issues affecting protected classes under the Fair Housing Act: race, color, religion, national origin, sex, disability, and familial status; and the ability of those persons to exercise housing choice is welcome. This public meeting will be considered a consultation, and all input on the needs of Texans and goals for use of federal program funds is encouraged. Individuals who require auxiliary aids, services, or sign language interpreters for this meeting should contact Nathan Darus at 512-475-0306 or Relay Texas at 1-800-735-2989, at least three (3) days before the meeting so that appropriate arrangements can be made.
