06/21/2023 TThe Regional Allocation Formula (RAF) Methodology utilizes appropriate statistical data to measure the affordable housing need and available resources in the 13 State Service Regions that are used for planning purposes. The RAF also allocates funding to rural and urban subregions within each region. The RAF is revised annually to reflect current data, respond to public comment, and better assess regional housing needs and available resources. The public comment period for the Draft 2024 RAF Methodology will be open from Monday, May 22, 2023, through Wednesday, June 21, 2023, at 5:00 p.m. Central Time. Written comments concerning the Draft 2024 RAF Methodology may be submitted by mail to the Texas Department of Housing and Community Affairs, Housing Resource Center, P.O. Box 13941, Austin, TX 78711-3941, by email to info@tdhca.state.tx.us. Comments must be received no later than Wednesday, June 21, 2023, at 5:00 p.m. Central Time. There will be a Public Hearing on Tuesday, June 6, 2:00. Please see June 6 calendar entry for more info. The Texas Department of Housing and Community Affairs (TDHCA) and the Texas Apartment Association (TAA) are presenting online Housing Tax Credit (HTC) Training on Thursday, June 22, 2023.This training will be led by TDHCA compliance staff and provides a solid foundation of information that owners, managers, and on-site staff need to know in order to be in compliance with requirements for the HTC program.You must register with TAA. Access instructions and materials will be emailed to each registrant no later than the day before the online training. The training is expected to last approximately two hours. The Texas Department of Housing and Community Affairs (TDHCA) Compliance Division plans to present a training with regards to The Housing Opportunity Through Modernization Act of 2016 (HOTMA). The HOTMA rule was officially published in the Federal Register on February 14, 2023. TDHCA has until January 1, 2024, to implement the broader income and asset changes in Sections 102 and 104. The Department understands that recertifications with an effective date of January 1, 2024, or soon thereafter, will be started in September of this year, 120 days prior to the anniversary. The Department is offering a comprehensive training on HOTMA on September 8, 2023. The training will run from 9 am until approximately 3 pm. This will be a virtual offering. This training will be beneficial for all of the Department¿s housing partners operating in any of the multifamily (HOME, TCAP-RF, HOME-ARP, NHTF, NSP, HTC, BOND, Exchange, TCAP and THTF) programs and Section 811.
