Community Affairs Contract System

Overview

Welcome to the Community Affairs Contract System Web page. The system allows subrecipients of Community Services and Energy Assistance programs to sign and view their contracts and submit performance and financial reports through the Web.

TDHCA launched the system in September 2007, and in 2008 and 2009 phased out most use of the previous CA Contract Systems accessed through Teraterm. The old systems currently remain available for historical data lookup.

LIHEAP Households Database

CEAP and WAP subrecipients receiving LIHEAP funds are required to report unduplicated LIHEAP households that received any type of LIHEAP assistance, including LIHEAP Weatherization and CEAP beginning October 1, 2010. Read the LIHEAP Households User Guide (PDF) for instructions to search for households that have been entered into the system, add new households to the system, correct data entry errors, and enter new information about household records that were previously entered into the system. WAP Household/Unit File Uploads

Read the ARRA Households and Previously Weatherized Units File Upload Guide (PDF) and ARRA Households and Previously Weatherized Units Quick Reminders (PDF) or view the webinar video recording* (42:12) for instructions on using the ARRA Households and Previously Weatherized Units modules of the CA Contract System to 1) search for households and units that have been uploaded to the system and 2) upload new household and unit level information to the system. To assist in uploading files, download the sample comma separated values (CSV) files: ARRA Households (CSV) and PW Units (CSV).

Obtaining a User ID

If you are a new subrecipient, and you have not received a user id and password from the Department, complete and mail the Community Affairs Contract System Access Request Form (DOC form) to the address at the top of this page.
